Can Ubuntu Use RPMs?

I understand not only RedHat can use RPMs, but can Ubuntu use RPM files?

Convert RPM to DEB with Alien Package Converter

Ubuntu is Debian-based so it does not use RMPs it uses .deb files.  If you REALLY need to I believe there are converters out there for it.
