I am trying to send a message from exim on my RHEL server (Cpanel) and get this error:

The domain I am sending to appears to be valid and the address is valid as well. I wonder what could be causing this "Connection refused" error?

Checked all over and found nothing.  Then looked into the SMTP service of the receiving server and turned out that service was down (Windows server).  A quick restart of the SMTP service and error is now gone and message delivered successfully :)
