URL file-access is disabled in the server configuration

I recently upgraded from PHP4 to PHP5.  On a web site that uses a PHP include function, I now am receiving this error message:
 
Warning: include() [function.include]: URL file-access is disabled in the server configuration in /home/domain/public_html/index.htm on line 123

What is the problem?  How Can it be fixed?

URL file-access is disabled in the server configuration

Make sure you have the following line in your server\'s php.ini or your domain\'s .htaccess (if allowed)

allow_url_include = On
